द इकोनॉमिस्ट पत्रिका में छपे एक लेख में भारत को ‘सिक मैन ऑफ एशिया’ की संज्ञा दी है। इस टिप्पणी के माध्यम से पत्रिका का औपनिवेशिक पूर्वाग्रह सतह पर आ गया।

सिक मेन ऑफ एशिया’ की प्रेरणा ‘सिक मेन ऑफ यूरोप’ से ली गई लगती है। 20वीं सदी के शुरुआत में औटोमॅन साम्राज्य को ढलान पर यह संज्ञा दी गई थी।

दरअसल औटोमॅन साम्राज्य, ब्रिटिश और फ्रांस के सुएज नहर पर कब्जे में बाधा बन रहा था।

औटोमॅन साम्राज्य की अर्थव्यवस्था उन दिनों अच्छी नहीं थी, वह जर्मनी के साथ मिलकर पहला विश्वयुद्ध लड़ रहा था और ब्रिटिशों को लिए मुसीबतों खड़ी कर रहा था। इस बात की चिढ़ और हार के डर से ब्रिटिश ने औटोमॅन को ‘सिक मेन ऑफ यूरोप’ कहा यानी यूरोप का बीमारू व्यक्ति।

पूर्वी एशिया को ‘येलो पेरिल’ के नाम से संबोधित करना या फिर अफ्रीका जैसे समूचे महाद्वीप को ‘डार्क कॉन्टीनेंट’ की संज्ञा देना, यूरोप अपनी प्रभुत्व के बदौलत करता आया है।

भारत से पहले इस वाक्य का प्रयोग मूल रूप से 19 वीं सदी के अंत और 20 वीं शताब्दी की शुरुआत में चीन के किंग राजवंश के लिए किया गया था, जो उस समय आंतरिक विभाजन का अनुभव कर रहा था। इसके बाद 3 फरवरी, 2020 को, द वॉल स्ट्रीट जर्नल ने वाल्टर रसेल मीड द्वारा COVID-19 महामारी के बारे में एक राय प्रकाशित की , जिसका शीर्षक था, "चीन एशिया का असली बीमार आदमी है"।

इसके लिए अशोक गहलोत सरकार ने कोटा के शंभूपुरा में 1250 एकड़ जमीन केंद्रीय नागरिक उड्डयन मंत्रालय को नि:शुल्क आवंटित की है।

ग्रीनफील्ड एयरपोर्ट पर सोलर पॉवर, हरियाली और पर्यावरण के हित को ध्यान में रखकर तैयार किया जाता है । यह एयरपोर्ट इस तरह से बनाया जाता है, जिससे पर्यावरण को नुकसान नहीं हो।

कोटा की वर्तमान हवाई पट्टी बड़े विमानों के लिहाज से छोटी है। यह केवल 4000 फीट की है, जबकि जेट श्रेणी के विमान उतारने के लिए 9000 फीट की हवाई पट्टी की जरूरत होती है।

वाइस एडमिरल विनय बधवार को 2019 में प्रतिष्ठित पुरस्कार से सम्मानित किया गया था, लेकिन जारी महामारी के कारण पुरस्कार समारोह में देरी हुई।

अलेक्जेंडर डेलरिम्पल पुरस्कार का नाम एडमिरल्टी के पहले हाइड्रोग्राफर के नाम पर रखा गया है और इसे 2006 में स्थापित किया गया था।

एडमिरल को न केवल भारत सरकार के चीफ हाइड्रोग्राफर के रूप में बल्कि पूरे हिंद महासागर क्षेत्र में हाइड्रोग्राफी और नॉटिकल कार्टोग्राफी के विषयों में उनके अद्वितीय समर्पण, व्यावसायिकता और नेतृत्व को मान्यता प्रदान करने के लिए अलेक्जेंडर डेलरिम्पल पुरस्कार से सम्मानित किया गया है। हिंद महासागर में कौशल और आउटपुट को जारी रखने में एडमिरल के अथक उत्साह ने पूरे क्षेत्र के लिए सुरक्षा, सुरक्षा, आर्थिक स्थिरता और विकास और पर्यावरण संरक्षण में वृद्धि की है।

134- आवधिक श्रम बल सर्वेक्षण (पीएलएफएस) - वार्षिक रिपोर्ट जुलाई 2019 - जून, 2020 के अनुसार देश में बेरोजगारी दर कितनी है -

हाल ही में राष्ट्रीय सांख्यिकी कार्यालय द्वारा आवधिक श्रम बल सर्वेक्षण (पीएलएफएस) - वार्षिक रिपोर्ट जुलाई 2019 - जून, 2020 को जारी किया गया।

प्रथम वार्षिक रिपोर्ट (जुलाई 2017-जून 2018) दरअसल मई 2019 में जारी की गई थी जिसमें ग्रामीण एवं शहरी दोनों ही क्षेत्रों को कवर किया गया।

रिपोर्ट में निम्नलिखित संकेतको पर अनुमान व्यक्त किए गए हैं-

ए. श्रम बल भागीदारी दर (एलएफपीआर): एलएफपीआर को कुल आबादी में श्रम बल के अंतर्गत आने वाले व्‍यक्तियों (अर्थात कहीं कार्यरत या काम की तलाश में या काम के लिए उपलब्‍ध) के प्रतिशत के रूप में परिभाषित किया जाता है।

बी. कामगार-जनसंख्‍या अनुपात (डब्‍ल्‍यूपीआर): डब्‍ल्‍यूपीआर को कुल आबादी में रोजगार प्राप्‍त व्‍यक्तियों के प्रतिशत के रूप में परिभाषित किया जाता है।

सी. बेरोजगारी दर (यूआर) : इसे श्रम बल में शामिल कुल लोगों में बेरोजगार व्‍यक्तियों के प्रतिशत के रूप में परिभाषित किया जाता है।

2019-20 के दौरान सामान्य स्थिति (पीएस+एसएस)* में (ग्रामीण + शहरी) क्षेत्र के लिए एलएफपीआर, डब्‍ल्‍यूपीआर और यूआर (प्रतिशत में) 40.1%, 38.2% तथा 4.8% रही है।

135- राजस्थान प्रदेश की जनजाति भागीदारी योजना के सम्बंध में ग़लत चुनिए-

राजस्थान प्रदेश के जनजातीय समुदाय के उत्थान के लिए जनजाति भागीदारी योजना के प्रारूप को मंजूरी दी गई है।

योजना का शुभारंभ विश्व आदिवासी दिवस (9 अगस्त) के अवसर पर किया जाएगा।

योजना के तहत जनजाति समुदाय के समावेशी विकास के लिए उनकी आवश्यकता के अनुरूप कार्य करवाए जा सकेंगे। इनमें सामुदायिक संपत्तियों का निर्माण एवं मरम्मत, संवर्धन और संरक्षण के साथ-साथ रोजगार सृजन, कौशल प्रशिक्षण, डेयरी, पशुपालन आदि क्षेत्रों से संबंधित कार्य शामिल होंगे।

उदाहरण के तौर पर विद्यालय, छात्रावास, चिकित्सा केंद्र, आंगनबाड़ी केंद्र, मां-बाड़ी केंद्र, सड़क-पुलिया, जल संग्रहण ढांचे, एनिकट, पेयजल योजना, सामुदायिक शौचालय, बस स्टैण्ड आदि के निर्माण एवं मरम्मत, बल्क कूलर की स्थापना, हैचरी प्लांट, विभिन्न प्रकार के कोचिंग एवं प्रशिक्षण जैसे कार्य इस योजना के तहत हो सकेंगे। योजना के तहत वे कार्य ही अनुमत होंगे, जिनके माध्यम से लाभान्वित होने वाली जनसंख्या का कम से कम 50 प्रतिशत भाग जनजाति समुदाय का हो।

योजना में किए जाने वाले कार्य एवं गतिविधियों के लिए जरूरी राशि का कम से कम 30 प्रतिशत हिस्सा जन सहयोग, स्वयंसेवी संस्थाओं, दानदाताओं या अन्य किसी सरकारी योजना, कार्यक्रम अथवा फंड से उपलब्ध कराना होगा। योजना के तहत 10 लाख रूपए तक के कार्याें की स्वीकृति जिला कलक्टर, 10 लाख से अधिक और 25 लाख रूपए तक के कार्यों की स्वीकृति आयुक्त जनजाति क्षेत्रीय विकास तथा 25 लाख रूपए से अधिक की स्वीकृतियां जनजाति क्षेत्रीय विकास विभाग के स्तर से जारी की जाएंगी।

In an article published in The Economist magazine, India has been called the 'Sick Man of Asia'. The magazine's colonial bias came to the surface through this comment.

The inspiration for 'Sick Men of Asia' seems to be taken from 'Sick Men of Europe'. This name was given to the Ottoman Empire on the slopes in the early 20th century.

In fact, the Ottoman Empire was hindering the British and French occupation of the Suez Canal.

The economy of the Ottoman Empire was not good in those days, it was fighting the First World War with Germany and creating troubles for the British. Due to this irritation and fear of defeat, the British called the Ottomans 'Sick Men of Europe', that is, the sick man of Europe.

Addressing East Asia as the 'Yellow Peril' or calling the entire continent like Africa the 'Dark Continent', Europe has been doing it because of its dominance.

The term before India was originally used for the Qing dynasty of China in the late 19th and early 20th centuries, which was experiencing internal divisions at the time. Subsequently, on February 3, 2020, The Wall Street Journal published an opinion piece by Walter Russell Mead about the COVID-19 pandemic, titled "China is Asia's real sick man".

The Alexander Dalrymple Prize is named after the first hydrographer of the Admiralty and was established in 2006.

The Admiral has been awarded the Alexander Dalrymple Award in recognition of his unparalleled dedication, professionalism and leadership in the disciplines of hydrography and nautical cartography, not only as Chief Hydrographer to the Government of India but throughout the Indian Ocean region. Recently the Periodic Labor Force Survey (PLFS) - Annual Report July 2019 - June, 2020 was released by the Office of National Statistics recently.

The first annual report (July 2017-June 2018) was actually released in May 2019 covering both rural and urban areas.

The report has made projections on the following indicators:

a. Labor Force Participation Rate (LFPR): LFPR is defined as the percentage of persons under the labor force (i.e. employed or looking for work or available for work) to the total population.

NS. Worker-Population Ratio (WPR): WPR is defined as the percentage of employed persons to the total population.

C. Unemployment rate (UR): It is defined as the percentage of unemployed persons to the total number of people included in the labor force.

The LFPR, WPR and UR (in percentage) for (rural + urban) area in normal condition (PS+SS)* during 2019-20 have been 40.1%, 38.2% and 4.8%.

Draft tribal participation scheme has been approved for the upliftment of tribal community of Rajasthan state.

The scheme will be launched on the occasion of World Tribal Day (August 9).

Under the scheme, for the inclusive development of the tribal community, work can be done according to their need. These will include works related to construction and repair, promotion and protection of community assets as well as employment generation, skill training, dairy, animal husbandry etc.

For example schools, hostels, medical centres, Anganwadi Works like construction and repair of road centre, mother-bari centre, road-culvert, water storage structure, anicut, drinking water scheme, community toilet, bus stand etc., installation of bulk cooler, hatchery plant, various types of coaching and training. can be under Under the scheme, only those works will be allowed through which at least 50 percent of the population to be benefited belongs to the tribal community.

For the work and activities to be done in the scheme, at least 30 percent of the required amount will have to be provided from public support, voluntary organizations, donors or any other government scheme, program or fund. Under the scheme, approval of works up to Rs 10 lakh will be issued from the level of District Collector, above Rs 10 lakh and up to Rs 25 lakh by Commissioner, Tribal Regional Development and approvals above Rs 25 lakh will be issued from the level of Tribal Area Development Department.
