SVAMITVA योजना  राष्ट्रीय पंचायत दिवस के अवसर पर भारत के माननीय प्रधानमंत्री द्वारा शुरू की एक केन्द्रीय क्षेत्र योजना है।24 अप्रैल 2020 को शुरू की गई इस योजना में पंचायती राज मंत्रालय (MOPR) योजना के कार्यान्वयन के लिए नोडल मंत्रालय है। राज्यों में राजस्व विभाग/भू-अभिलेख विभाग नोडल विभाग होगा और राज्य पंचायती राज विभाग के सहयोग से योजना को क्रियान्वित करेगा।भारतीय सर्वेक्षण विभाग कार्यान्वयन के लिए प्रौद्योगिकी भागीदार के रूप में कार्य करेगा।

इस योजना का उद्देश्य ग्रामीण भारत के लिए एक एकीकृत संपत्ति सत्यापन समाधान प्रदान करना है। ग्रामीण आबादी क्षेत्रों का सीमांकन ड्रोन सर्वेक्षण तकनीक का उपयोग करके किया जाएगा। यह गांवों में बसे हुए ग्रामीण क्षेत्रों में घर रखने वाले गांव के घर के मालिकों को 'अधिकारों का रिकॉर्ड' प्रदान करेगा, जो बदले में, बैंक से ऋण और अन्य वित्तीय लाभ लेने के लिए अपनी संपत्ति को वित्तीय संपत्ति के रूप में उपयोग करने में सक्षम होगा

योजना निम्नलिखित उद्देश्यों को प्राप्त करना चाहती है: -

1. ग्रामीण भारत में नागरिकों को ऋण और अन्य वित्तीय लाभ लेने के लिए वित्तीय संपत्ति के रूप में अपनी संपत्ति का उपयोग करने में सक्षम बनाकर वित्तीय स्थिरता लाने के लिए।
2. ग्रामीण नियोजन के लिए सटीक भूमि अभिलेखों का निर्माण।
3. संपत्ति कर का निर्धारण, जो सीधे उन राज्यों में ग्राम पंचायतों को प्राप्त होगा जहां इसे हस्तांतरित किया जाता है या फिर, राज्य के खजाने में जोड़ा जाता है।
4. सर्वेक्षण के बुनियादी ढांचे और जीआईएस मानचित्रों का निर्माण जो किसी भी विभाग द्वारा उनके उपयोग के लिए किया जा सकता है।
5. जीआईएस मानचित्रों का उपयोग करके बेहतर गुणवत्ता वाली ग्राम पंचायत विकास योजना (जीपीडीपी) तैयार करने में सहायता करना।

Survey of Villages Abadi and Mapping with Improvised Technology In Village Areas

SVAMITVA Scheme is a Central Sector scheme launched by Hon’ble Prime Minister of India on National Panchayat Day i.e 24th April 2020. The Ministry of Panchayati Raj (MoPR) is the Nodal Ministry for implementation of the scheme. In the States, the Revenue Department / Land Records Department will be the Nodal Department and shall carry out the scheme with support of State Panchayati Raj Department. Survey of India shall work as the technology partner for implementation.

The scheme aims to provide an integrated property validation solution for rural India. The demarcation of rural abadi areas would be done using Drone Surveying technology. This would provide the ‘record of rights’ to village household owners possessing houses in inhabited rural areas in villages which, in turn, would enable them to use their property as a financial asset for taking loans and other financial benefits from Bank

The scheme seeks to achieve the following objectives: -

1. To bring financial stability to the citizens in rural India by enabling them to use their property as a financial asset for taking loans and other financial benefits.
2. Creation of accurate land records for rural planning.
3. Determination of property tax, which would accrue to the GPs directly in States where it is devolved or else, add to the State exchequer.
4. Creation of survey infrastructure and GIS maps that can be leveraged by any department for their use.
5. To support in preparation of better-quality Gram Panchayat Development Plan (GPDP) by making use of GIS maps.
6. To reduce property related disputes and legal cases
