असम मंत्रिमंडल ने बुधवार को ऐसे मंत्रियों की नियुक्ति की जो राज्य के विभिन्न जिलों के संरक्षक के रूप में काम करेंगे।
हिमंत बिस्वा सरमा मंत्रिमंडल के प्रत्येक मंत्री को संरक्षक मंत्री के रूप में कल्याणकारी योजनाओं, बुनियादी ढांचा परियोजनाओं के कार्यान्वयन आदि का जायजा लेने के लिए 2-3 जिलों की जिम्मेदारी दी गई है।
संरक्षक अथवा अभिभावक मंत्री सभी केंद्र प्रायोजित योजनाओं और राज्य की अपनी प्राथमिकता वाले कार्यक्रमों के कार्यान्वयन की समीक्षा करेंगे। वे जिले की आम जनता से प्राप्त आवेदनों पर त्वरित तरीके से न्याय/निर्णय लेने का कार्य भी करेंगे।
संकल्पना
अंगरक्षक मंत्री जिला योजना समिति (डीपीसी) का पदेन अध्यक्ष होता है, जिसे कानून के अनुसार हर जिले में गठित किया जाता है। कानून में कोई विशेष निर्देश नहीं है कि डीपीसी का प्रमुख कौन होना चाहिए - कुछ राज्यों में इसका नेतृत्व प्रशासन करता है, जबकि कुछ अन्य में निर्वाचित प्रतिनिधि पद धारण करते हैं। महाराष्ट्र में, अंगरक्षक मंत्री को डीपीसी प्रमुख के रूप में नियुक्त किया जाता है
डीपीसी के कार्य
डीपीसी को पंचायतों और नगर पालिकाओं के बीच सामान्य हित के मामलों से निपटना है, जिसमें स्थानिक योजना, पानी और अन्य भौतिक और प्राकृतिक संसाधनों का बंटवारा, बुनियादी ढांचे का एकीकृत विकास और पर्यावरण संरक्षण और उपलब्ध संसाधनों की सीमा और प्रकार, दोनों वित्तीय या अन्यथा शामिल हैं।
डीपीसी से यह भी अपेक्षा की जाती है कि वह निर्धारित उद्देश्यों को प्राप्त करने के लिए संस्थानों और संगठनों से परामर्श करे, जैसा कि निर्दिष्ट किया जा सकता है।
संरक्षक मंत्री की जिम्मेदारी
संरक्षक मंत्री से अपेक्षा की जाती है कि वह किसी जिले के अधिकार क्षेत्र के अंतर्गत आने वाले सभी स्थानीय निकायों के संयुक्त बजट की देखरेख करेगा और इसके लिए एक आम मसौदा बजट पारित करना सुनिश्चित करेगा। मंत्री से यह भी उम्मीद की जाती है कि वे हर तिमाही में बजट कार्यान्वयन की समीक्षा करेंगे और विभिन्न योजनाओं के लिए केंद्र और राज्य सरकारों द्वारा स्वीकृत धन के प्रभावी कार्यान्वयन को सुनिश्चित करेंगे।
These guardians, each a minister of the Himanta Biswa Sarma Cabinet, have been given the responsibility of 2-3 districts to take stock of welfare schemes, implementation of infrastructure projects etc.
The guardian ministers will review implementation of all centrally sponsored schemes and state own priority programme. They will also deliver justice/ decision making in a quick manner on the applications received from general public of the district.
The concept
The guardian minister is the ex-officio chairperson of the District Planning Committee (DPC), which has to be constituted in every district as per the law. There are no specific directions in the law on who should head the DPC — in some states it is headed by the administration, while elected representatives hold the post in some others. In Maharashtra, the guardian minister is appointed as the DPC head
Works of DPC
The DPC has to tackle matters of common interest between panchayats and municipalities, including spatial planning, sharing of water and other physical and natural resources, integrated development of infrastructure and environmental conservation and the extent and type of available resources, both financial or otherwise. The DPC is also expected to consult institutions and organisations, as may be specified, to achieve set objectives.
Responsibilities of guardian minister
The guardian minister is expected to oversee the combined budget of all local civic bodies under the jurisdiction of a district and ensure the passing of a common draft budget for it. The minister is also expected to review budget implementation in every quarter and ensure effective implementation of the sanctioned funds by the Union and state governments for various schemes
