"द स्टेट ऑफ फाइनेंस फॉर नेचर 2021" (Environment and Ecology)

• हाल ही में संयुक्त राष्ट्र द्वारा एक नई रिपोर्ट "द स्टेट ऑफ फाइनेंस फॉर नेचर" जारी की गई है। 
• इस रेपोर्ट को यूनाइटेड नेशन एनवायरनमेंट प्रोग्राम (यूएनईपी), वर्ल्ड इकोनॉमिक फोरम (डब्ल्यूईएफ) और द इकोनॉमिक्स ऑफ लैंड डिग्रडेशन इनिशिएटिव (ईएलडी) ने तैयार किया है|
• रिपोर्ट के अनुसार यदि धरती पर मौजूद पारिस्थितिकी तंत्रों को नष्ट होने से बचाना है तो 2050 तक पर्यावरण पर करीब 587 लाख करोड़ रुपए (8.1 लाख करोड़ डॉलर) का निवेश करने की जरुरत होगी| 
• 2050 तक हर साल जमीन, जलवायु और जैविविधता को बचाने के लिए 38.9 लाख करोड़ रुपए (53,600 करोड़ डॉलर) खर्च करने होंगें, जोकि वैश्विक जीडीपी का करीब 0.13 फीसदी है|
• आज दुनिया कोविड-19 महामारी से जूझ रही है और इसीलिए रिपोर्ट में सरकारों से अपने महामारी प्रोत्साहन पैकेज में जैव विविधता और जलवायु से जुड़े समाधानों को शामिल करने का भी आह्वान किया है| हालांकि वर्तमान में कोविड-19 के मद्देनजर आर्थिक सुधारों के लिए जो खर्च किया जा रहा है उसका केवल 2.5 फीसदी ही प्रकृति आधारित समाधानों के लिए है|

• रिपोर्ट के अनुसार अकेले वनों के प्रबंधन, संरक्षण और बहाली सहित उसपर आधारित समाधानों के लिए वैश्विक स्तर पर कुल 14.7 लाख करोड़ रुपए की जरुरत होगी|
• पिछले एक दशक के दौरान वैश्विक स्तर पर वनों को होने वाले नुकसान की बात करें तो उसके 26 फीसदी के लिए कृषि से जुड़ी केवल सात चीजें पाम आयल, सोया, कोको, रबड़, कॉफी, लकड़ी के रेशे और मवेशी ही जिम्मेवार थे|
• रिपोर्ट से जुड़े शोधकर्ताओं के मुताबिक प्रकृति-आधारित समाधानों पर 2018 में निजी क्षेत्र ने केवल 130,482 करोड़ रुपए का निवेश किया था जोकि कुल निवेश का केवल 14 फीसदी था| जो स्पष्ट करती है कि इन समाधानों में अभी भी निजी क्षेत्र की हिस्सेदारी काफी कम है जिसपर ध्यान देना होगा|

"The State of Finance for Nature 2021"

• Recently a new report "The State of Finance for Nature" has been released by the United Nations.
• This report has been prepared by the United Nations Environment Program (UNEP), the World Economic Forum (WEF) and the Economics of Land Degradation Initiative (ELD).
• According to the report, if the ecosystems on the earth are to be destroyed, then by 2050, about 587 lakh crore rupees (8.1 trillion dollars) will be required to invest on the environment.
• By 2050, every year we will have to spend 38.9 lakh crore rupees ($ 53,600 crore) to save land, climate and biodiversity, which is about 0.13 percent of the global GDP.

• Today the world is grappling with the Kovid-19 pandemic and that is why the report has called on governments to include biodiversity and climate solutions in their pandemic stimulus package. However, at present only 2.5% of what is being spent for economic reforms in view of Kovid-19 is for nature based solutions.
• According to the report, a total of 14.7 lakh crore rupees will be needed globally for the solutions based on it, including management, conservation and restoration of forests alone.
• Talking about the damage done to forests globally during the last decade, only seven items related to agriculture were responsible for 26% of palm oil, soy, cocoa, rubber, coffee, wood fiber and cattle.
• According to the researchers associated with the report, the private sector had invested only Rs 130,482 crore in 2018 on nature-based solutions, which was only 14% of the total investment. Which makes it clear that the share of private sector is still very low in these solutions, which has to be taken care of.
